LiveJasmin is run by an Eastern European company so you may expect to see more Russian or Romanian guys.

There are about half dozen guys online with some in the free video chat section and some in the members only private chat room. 

To go into the private chat in Live-Jasmin, you need to have some credits in your account first.  Every time you buy some credits, they are valid for 30 days so watch out for the expiry.  I found it more convenient to go to sites like Cam-Contact or iFriend when they will charge to my credit card and I don't have to worry about getting enough credits beforehand.
